The Council for the Arts

is a predominantly volunteer run organization filled with passionate, creative people who strongly believe that art should be accessible to everyone and is an important part of the foundation for a healthy community.

  • Barbara Randall - President

    President

    Barbara is a local mixed media artist whose work has been featured not only in shows locally but also in cities such as Philadelphia and London, as well as in China. Barbara teaches preschool art as part of an arts integration program with CVSM and First Start Partnership, and also brings her passion for helping young artists grow to the local Boys and Girls Club and 4-H.

    I am an artist. I am a teacher. I am a student. I am a dreamer. I am a creative force. I am a lover of food, music, art, travel. My strengths lie in photography and recycled assemblage/mixed media. I love to teach and to share with others my passion for art and the creative process. I find my job very rewarding and inspiring. I love to watch students in my classroom grow, stretch, and take risks to become artists with their own unique styles.

    John Elia lives in Chambersburg. He's a faculty member at Wilson College. He is thankful for the many artists in Franklin County who elevate our community through their dedicated and creative work

  • Daniela DiGregorio

    Daniela DiGregorio works as an Associate Professor of Education at Wilson College. Her educational background is in teaching English learners and art education. As an artist, Daniela is passionate about watercolor and oil painting. Her artwork has been displayed in the U.S. as well as the Czech Republic where she was born. Daniela believes in the arts' positive influence on children's development. In addition, she loves volunteering and teaching art classes at the Council for the Arts

    Retired university professor and administrator. A longtime supporter of the arts community having served on the boards of several arts organizations and museums in the Seattle, WA area.

    Stephanie is the founder and owner of Symbiotic Marketing, LLC, a small business marketing brokerage firm specializing in the digital space. As an artist herself, Stephanie advocates for artists to realize their worth by working one on one with other firms and entrepreneurs to assist businesses of all sizes to take their marketing headaches off their plate. Stephanie is also passionate about digital literacy and teaching others how to "find their place in the digital space

    Sara Spitzer

    Sara Spitzer is a mixed media artist specializing in digital photography. Her work has appeared in journals such as TRANSverse, Meat for Tea, and Azahares. The recipient of numerous awards for her teaching over a nearly thirty year career, Sara holds a Master’s degree in Education with an emphasis on arts and play therapies and has taught in a wide range of settings and programs. In addition to teaching, Sara has organized community arts projects and was Creative Director for a community arts center in Fayetteville, Arkansas. She and her family live in Chambersburg

    Deborah Slocum

    Deb Slocum is a 2008 summa cum laude graduate of Shippensburg University. An active teacher and artist, her work can be found in multiple locations throughout south central PA. She works in a multitude of mediums and enjoys teaching art classes whether big or small. Her passion for all things creative extends to advocating for the arts in her local community.

    Andrea Finch

    Andrea has been involved with the downtown Creative Community for a number of years. A textile artist she is an integral part of the Foundry Art Market and sits on the board of the Virginia Quilt Museum. Her focus is to promote the arts and support the artists in the downtown, Chambersburg, Franklin County and beyond.

    Shannon Blanchard

    Shannon is originally from Arnold, MD and moved to PA in 2002 with her husband and now resides in Greencastle, PA with their two children. Shannon received her bachelor’s in business administration in 2015 and is currently working towards her bachelor’s in accounting. Shannon is also a school board member with the Greencastle-Antrim School District. She enjoys renovating their 137-year-old Victorian and traveling.
